Having moved to Ōtautahi in 2021, Carter entered politics in 2023 after being inspired by Green Party co-leader Chlöe Swarbrick. She was elected to Parliament as a list MP, entering on the party's 14th-ranked list position.
"I came to Christchurch in search of a better life for my whānau because it was an exciting place to be with so much potential," she said.
During her first term in Parliament, Carter has spoken on issues including child welfare, disability rights, local food systems, LGBTQIA+ communities, and support for survivors of the Royal Commission of Inquiry into Abuse in Care. Carter says she is proud of her work advocating for Good Samaritan drug law reform and support for artists.
In Parliament, Carter holds the portfolios for Arts, Culture and Heritage, Children, Community and Voluntary Sector, Disability, Drug Law Reform, Mental Health, Rainbow Communities, Women, and Zero Waste.
Carter also worked closely with the current Christchurch Central mp, Duncan Webb on the Crimes Legislation (Stalking and Harassment) Amendment Act that was the first of its kind that has been passed into law in Aotearoa.

Carter said she hopes to continue representing Ōtautahi and advocating for communities she believes have been overlooked.
“I’ll keep advocating and fighting alongside our communities so that everyone in Aotearoa can live a good life.”
The Christchurch Central contest is expected to be closely watched, with the departure of the incumbent Labour MP creating one of the city's most open electoral races in recent years.
