Te Hapū o Ngāti Wheke says it has been left out of key decisions surrounding Lyttelton Port Company's planned $821 million expansion of Te Awaparahi Bay and it’s container terminal, raising concerns about the long-term impact on Whakaraupō and its mahinga kai.
Tahu News approached Lyttelton Port Company for an interview, but the company declined to comment.
In information released about the project, the company says measures are being put in place to mitigate environmental effects. These include relocating koura to suitable habitat elsewhere in the harbour and managing sediment plumes through an adaptive management framework, including real-time water quality monitoring.
CHANGING HARBOUR, CHANGING ECOSYSTEM
Rāpaki Tangata Tiaki Manawanui Parata says changes to Whakaraupō Harbour over many years have already affected the environment and local fisheries.
He says the hapū opposed reclamation work in the area when it began in 2014 because of the site's cultural significance.
“The main reason we opposed it was because we're situated on our kōhanga,” Parata says.
He says kōhanga are important nursery habitats where juvenile kōura (crayfish) and fish develop.
“When you translocate species, you have to be careful where you move them to ensure their survival, and there's never any guarantee,” he says.
Parata says structures installed by LPC have altered water flows within the harbour, affecting marine ecosystems at the head of the harbour.
COLLABORATION IS THE SOLUTION
Te Hapū o Ngāti Wheke Chair Joseph Tyro says the hapū has concerns about the proposal's environmental, cultural, economic and social impacts.
Tyro says the hapū is particularly concerned about the level of public investment required for the project, including an estimated $300 million in ratepayer equity and more than $500 million in public funding.
"From a Te Hapū o Ngāti Wheke perspective, we haven't been included in any of the process," Tyro says.
"We are all for economic growth and expansion, but we hope that our aspirations, interests and concerns are included in those decisions."
As planning for the expansion progresses, Ngāti Wheke is calling for a stronger partnership with Lyttelton Port Company and greater involvement in decisions affecting the future of Whakaraupō.
